Dr. Hagemeier was born in Oakdale, Louisiana, educated in Oakdale schools and attended Louisiana College (Pineville, LA) for two years before transferring to Louisiana State University, Baton Rouge, LA, where she received her BM/Voice in May 1970. She attended University of Missouri at Kansas City, Conservatory of Music, and earned the MM/voice performance degree in August 1972. She was a finalist in the Metropolitan Guild Auditions in 1973 and was consequently accepted into the apprentice program of the Opernhaus Zürich in Zürich, Switzerland from 1974-76. She returned to the USA to teach for a year Illinois Wesleyan University in Bloomington, IL, before enrolling in the doctoral program at Indiana University, where she studied with Margaret Harshaw.
In 1979, she returned to Europe for an audition trip and was offered a contract at the Pfalztheater Kaiserslautern. Billie was there for three years and sang many roles, including Leonora in Forza del Destino, Leonora in Il Trovatore, Senta in Der Fliegende Holländer, Jenufa in Jenufa, and Contessa in Mozart's Le Nozze di Figaro. From there she moved to Saarbrücken for a short time before relocating to Düsseldorf and the Deutsche Oper am Rhein, where she sang many leading roles in opera by Puccini, Mozart, Wagner, and Verdi.
